เมื่อเร็ว ๆ นี้ บริษัท ฮอริษอน พลัส จํากัด (HORIZON PLUS) ที่เกิดจากการผสานความร่วมมือระหว่าง บริษัท อรุณ พลัส จำกัด (ARUN PLUS) ผู้นำด้านระบบนิเวศน์ยานยนต์ไฟฟ้าครบวงจร หนึ่งในกลุ่มธุรกิจใหม่ของ ปตท. กับ Hon Hai Precision Industry Co., Ltd. (FOXCONN) ผู้นำเทคโนโลยีนวัตกรรมอิเล็กทรอนิกส์ และ ยานยนต์ไฟฟ้าระดับโลก ได้จัดพิธีวางศิลาฤกษ์โรงงานผลิตยานยนต์ไฟฟ้าบนพื้นที่ 313 ไร่ ณ สวนอุตสาหกรรมโรจนะ อําเภอหนองใหญ่ จังหวัดชลบุรี โดยมี ศาสตราจารย์พิเศษ ดร.ทศพร สิริสัมพันธ์ ประธานกรรมการ บริษัท ปตท. จำกัด (มหาชน) นายอรรถพล ฤกษ์พิบูลย์ ประธานเจ้าหน้าที่บริหาร และ กรรมการผู้จัดการใหญ่ บริษัท ปตท. จำกัด (มหาชน) เข้าร่วมพิธี โดยได้รับเกียรติจากผู้บริหารระดับสูงของ FOXCONN กลุ่ม ปตท. คณะกรรมการส่งเสริมการลงทุน (BOI) ผู้แทนจากคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (EEC) และ ผู้แทนจากสำนักเศรษฐกิจ และ วัฒนธรรมไทเป ประจำประเทศไทยร่วมในพิธีครั้งนี้ด้วย
ศาสตราจารย์พิเศษ ดร. ทศพร สิริสัมพันธ์ ประธานกรรมการ บริษัท ปตท. จำกัด (มหาชน) เปิดเผยว่า “ภารกิจสำคัญของ ปตท. คือการสร้างความมั่นคงด้านพลังงานให้กับประเทศ โดยเฉพาะในช่วงเปลี่ยนผ่านสู่พลังงานสะอาดในอนาคต การลงทุนและพัฒนาระบบนิเวศน์ยานยนต์ไฟฟ้าที่ยั่งยืนถือเป็นส่วนหนึ่งในภารกิจของ ปตท. พิธีวางศิลาฤกษ์ของ HORIZON PLUS ถือเป็นจุดเริ่มต้นที่สำคัญ ด้วยโรงงานผลิตยานยนต์ไฟฟ้าครบวงจร ที่ลงทุนร่วมกับ FOXCONN จะเป็นรากฐานที่ต่อยอดไปยังการพัฒนาส่วนอื่น ๆ ทั้งต้นน้ำและปลายน้ำ เช่น การผลิตชิ้นส่วนที่สำคัญ การสนับสนุนการเปลี่ยนผ่านของผู้ประกอบการไทย ในห่วงโซ่อุปทานจากเครื่องยนต์สันดาปสู่ยานยนต์ไฟฟ้า”
นายอรรถพล ฤกษ์พิบูลย์ ประธานเจ้าหน้าที่บริหารและกรรมการผู้จัดการใหญ่ บริษัท ปตท. จำกัด (มหาชน) กล่าวเสริมว่า “การร่วมมือกับ FOXCONN ไม่เพียงเพื่อลงทุนสร้างฐานการผลิตรถอีวีที่ทันสมัยเท่านั้น แต่ยังรวมถึงการลงทุนในการวิจัยและพัฒนาสร้างนวัตกรรมและถ่ายทอดเทคโนโลยีให้กับผู้ประกอบการ เสริมสร้างทักษะบุคลากรเพื่อการพัฒนาที่ยั่งยืนของอุตสาหกรรมยานยนต์ในประเทศไทย เป็นการยกระดับอุตสาหกรรมและพัฒนาเศรษฐกิจของประเทศ ส่งเสริมการเปลี่ยนผ่านไปสู่สังคมคาร์บอนต่ำ พิธีวางศิลาฤกษ์นี้ นับเป็นก้าวสำคัญของการสร้างความเชื่อมั่นว่า กลุ่ม ปตท. และบริษัทพันธมิตร จะดำเนินธุรกิจภายใต้วิสัยทัศน์ Powering Life with Future Energy and Beyond ยิ่งไปกว่านั้น การรุกเข้าสู่ธุรกิจ ยานยนต์ไฟฟ้าของกลุ่ม ปตท. ยังเป็นอีกหนึ่งกลยุทธ์สำคัญที่จะช่วยให้กลุ่ม ปตท. สามารถมุ่งสู่เป้าหมายการปล่อยก๊าซเรือนกระจกสุทธิเป็นศูนย์ (Net Zero GHG Emissions) ที่ตั้งไว้ภายในปี 2050 ตอกย้ำการขับเคลื่อนธุรกิจด้วยพลังแห่งอนาคต ที่คำนึงถึงสังคมและสิ่งแวดล้อม เพื่อให้ประเทศไทยเติบโตไปในทุกมิติอย่างสมดุลและยั่งยืน”
ดร. บุรณิน รัตนสมบัติ ประธานเจ้าหน้าที่ปฏิบัติการกลุ่มธุรกิจใหม่และโครงสร้างพื้นฐาน บริษัท ปตท. จำกัด (มหาชน) และประธานกรรมการ HORIZON PLUS กล่าวว่า “บริษัท HORIZON PLUS ถูกออกแบบภายใต้แนวคิด BOL (Build-Operate-Localize) ซึ่งนำเทคโนโลยีระดับโลกมาดำเนินการออกแบบก่อสร้างและทั้งการผลิตให้สอดคล้องกับความต้องการของผู้บริโภคและ Supply Chain ในท้องถิ่น โดยบริษัทใช้เงินลงทุนกว่า 1,000 ล้านเหรียญสหรัฐฯ กำลังการผลิตเริ่มต้น 50,000 คันต่อปี และจะขยายเป็น 150,000 คันต่อปี ในปี 2573 การก่อสร้างจะแล้วเสร็จสามารถเริ่มการผลิตและส่งมอบรถอีวี ได้ในปี 2567 ทำให้เกิดการพัฒนาองค์ความรู้และการจ้างงานที่ต้องใช้ทักษะสูงจำนวนกว่า 2,000 อัตรา โดยปัจจุบันบริษัทมีความพร้อมที่จะให้บริการค่ายรถอีวีที่สนใจด้วยเทคโนโลยีการผลิตที่ทันสมัย ลดระยะเวลาในการพัฒนาและลดต้นทุนการผลิต ก่อให้เกิดประโยชน์สูงสุดกับทั้งผู้ประกอบการและผู้บริโภคตามมาตรการสนับสนุนยานยนต์ไฟฟ้า (EV3)”
Mr. Kay Chiu กรรมการผู้จัดการใหญ่ HORIZON PLUS เปิดเผยว่า “การก่อสร้างโรงงานในครั้งนี้ มีการยกระดับกระบวนการผลิตด้วยระบบอัตโนมัติ (Automation) เพื่อตอบสนองความต้องการในการเพิ่มผลผลิต ลดต้นทุน และ ระยะเวลา นอกจากนี้ โรงงานยังมีการวางแผนเพิ่มสัดส่วนพลังงานสะอาดมาใช้ในกระบวนการผลิต และลดการปล่อยของเสีย เพื่อให้ HORIZON PLUS เป็นโรงงานผลิตรถอีวีที่ทันสมัย และมีประสิทธิภาพสูงสุดในภูมิภาค ทั้งนี้ด้วยความชำนาญทางด้าน Smart Electronics ของ FOXCONN ประกอบกับประสบการณ์ในการผลิตแบบ OEM ที่ยาวนานจะทำให้การดำเนินธุรกิจของ HORIZON PLUS ประสบความสำเร็จ และ ทำให้ประเทศไทยเป็นผู้นำการผลิตรถอีวี ที่สำคัญในระดับภูมิภาคอาเซียน”

HORIZON PLUS strives forward with investment in a regional EV manufacturing facility
targeting the first vehicle to be delivered by 2024
Recently, HORIZON PLUS held the stone-laying and groundbreaking ceremony for the EV manufacturing facility at the Rojana Nhongyai Industrial Park, Chonburi Province with Professor Dr. Thosaporn Sirisumphand – Chairman of PTT and ARUN PLUS Board of Directors, Mr. Auttapol Rerkpiboon – President and CEO of PTT,
honored to attend the ceremony. The event was honored by senior executives of FOXCONN, PTT Group, Board of Investment (BOI), representatives from the Eastern Economic Corridor (EEC) Policy Committee and representatives from the Taipei Economic and Cultural Bureau. Thailand also participated in this ceremony.
Professor Dr. Thosaporn, Chairman of PTT and ARUN PLUS Board of Directors revealed that “Today’s stone-laying ceremony marks another important step of collaboration between FOXCONN and PTT on our journey towards electrification of the regional automotive industry. As the world moves toward low-carbon society, transition to the greener transportation alternatives such as EV will play significant role in shaping future energy sustainability. This aligns with PTT commitment to create national energy security for the country and broadens investment opportunities beyond production including both upstream and downstream for the automotive supply chain of Thailand.”
Mr. Auttapol Rerkpiboon, President and CEO of PTT mentioned that “The collaboration not only focuses on the investment of the EV production, but also on the research and development in Thailand. This includes knowledge transfer and trainings for local workforce. HORIZON PLUS stone-laying and groundbreaking ceremony emphasizes PTT Group commitment under the new vision: Powering Life with Future Energy and Beyond. EV manufacturing facility will open business opportunities for our group to further strengthen the local EV supply chain and drive electrification of the ASEAN auto-industry. Furthermore, getting into EV business is another key strategy that will help PTT Group achieve its Net Zero GHG Emissions target by 2050 — ensuring a better environment with future energy.”
Dr. Buranin Rattanasombat, Chief New Business and Infrastructure Officer of PTT and Chairman of HORIZON PLUS Board of Directors revealed that “HORIZON PLUS will operates based on the BOL philosophy which stands for Build-Operate-Localize to enhance the competitiveness of local automotive industry and supply chain in the long run. HORIZON PLUS will invest around 37,000 million THB (around 1 billion USD) for this EV facility with target to complete construction and ready for vehicle delivery by 2024. The initial capacity will be 50,000 EV per year and gradually ramp up to 150,000 EV per year by 2030 to support the growing demand of ASEAN EV market. HORIZON PLUS will create jobs which require high-skilled workers for more than 2,000 position domestically. Currently, our company is ready to serve any EV brands that demand an advanced production technology, cost and time saving, which shall benefit both the operators and end users in the long run according to the EV stimulation package of the Thai government (EV3.)”
Mr. Kay Chiu – HORIZON PLUS CEO shared that “HORIZON PLUS is a fully automated car manufacturer to help increase production capacity, cost reduction, and time-saving. Moreover, a greater portion of green and clean energy will be used in the production process in order to reduce production waste as we set for HORIZON PLUS to be the most modernized, with highest efficiency in the ASEAN region. With the expertise on smart electronics, Hon Hai Group as a long-experienced OEM, will make HORIZON PLUS a successful EV producer and will also make Thailand the Hub of EV manufacturing in ASEAN.”
Horizon Plus Company Limited (HORIZON PLUS) is the joint venture between Arun Plus Company Limited (ARUN PLUS) – the EV flagship of PTT Public Company Limited (PTT), the Thai national energy conglomerate – and Hon Hai Precision Industry Co., Ltd (FOXCONN) – the global leader in the manufacturing of electronic products.
